The Mobile e-Government Application, which will enable citizens in the Turkish Republic of Northern KKTC (KKTC) to access public services quickly, securely, and effectively, was introduced at a ceremony held at the Presidential Complex and has now started providing services.
The KKTC Mobile e-Government Application Launch was held at the KKTC Presidential Campus. The ceremony was attended by Vice President of Türkiye Cevdet Yılmaz, KKTC President Ersin Tatar, KKTC Prime Minister Ünal Üstel, KKTC Speaker of the Republic’s Assembly Ziya Öztürkler, Türksat CEO Ahmet Hamdi Atalay and Türkiye’s Ambassador to Nicosia Ali Murat Başçeri.
Implemented with the technical infrastructure support of Türksat, the Mobile e-Government Application allows KKTC citizens to access public services anytime and anywhere through their smartphones. Thanks to the application, citizens will be able to obtain birth and death certificates, securely carry out document verification procedures, check their military status and deployment information, and access vehicle mobilization details. The services offered by Mobile e-Government will not be limited only to documents and records. The KKTC e-Government Gateway, which began its digitalization journey in 2012, first went live with citizenship services in 2015. As of today, 56 different services are offered to citizens via the web. The mobile application was launched with 16 services, and it is planned to integrate all services into the mobile platform in the near future.
“KKTC Citizens Will Overcome All Obstacles with Technology”
KKTC President Ersin Tatar stated that with the KKTC Mobile e-Government Application, state institutions and organizations would be strengthened and processes would become easier. He expressed his belief that KKTC Citizen youth would achieve high-level goals in technology use and artificial intelligence. Emphasizing that the KKTC will continue its existence in the Eastern Mediterranean by strengthening its ties with motherland Türkiye, Tatar said:
“The KKTC challenges isolation and embargoes with technological advances. We are breaking the chains that are being imposed on us through technology. Today’s technology makes our voice heard around the world. KKTC Citizens exist, and they will overcome all obstacles with technology.”
Vice President Yılmaz: “Trust Between the State and the Nation Has Strengthened”
In his speech at the ceremony, Vice President Cevdet Yılmaz said that Türkiye is one of the pioneering countries in electronic government services, noting that even before many European countries took steps in this field, Türkiye had already launched its e-Government Gateway through turkiye.gov.tr for citizens. Yılmaz emphasized that since President Recep Tayyip Erdoğan came to power in 2002, digitalization and e-Government services have been among his top priorities and areas of support. With this vision, the vast majority of public services in Türkiye today are provided digitally, quickly, securely, and effectively. He underlined that this has made citizens’ lives easier, reduced bureaucracy, and strengthened the bond and trust between the state and the nation.
“Türkiye is ahead of Europe and is a model country worldwide in digital government services,” Yılmaz said, adding that in the United Nations E-Government Development Index, Türkiye was recognized as the country that achieved the greatest progress between 2022 and 2024.
“80% of Türkiye Uses e-Government”
Yılmaz noted that as of today, the e-Government Gateway has more than 68 million users, with 80% of Türkiye’s population actively using it. He stated that citizens can access 8,630 services provided by more than a thousand institutions anytime and anywhere with a single click. He added that the e-Government Gateway is not limited to public institutions but also brings the services of local governments, universities, and certain private sector organizations to citizens.
Yılmaz said that they are ready to share this experience with citizens in the KKTC, emphasizing that the topics launched today are only the beginning and that it is possible to expand them into a much wider scope. He added:
“We always say this: we have no distinction or separation. Whatever experience and knowledge we have, as a country of a certain scale and size, we are ready to share everything with a brotherly country, and we will succeed together. Whatever we do, we will do it together. We will succeed together. We will build our future together. Despite those who try to hinder the path of the KKTC Citizens, we will continue to expand the gateways and broaden our horizons with the opportunities of the digital age.”
“I Congratulate Türksat”
Yılmaz emphasized that with Türkiye’s support, many transformations have taken place in the KKTC, saying:
“We have brought significant transformations to the KKTC in many areas, from the digitalization of public services and moving population records to digital platforms, to secure e-IDs, digital education, customs procedures, and the justice system. In 2022, we completed the construction of the data center. We aim to host public data in this center 24/7, securely and without interruption.”
Highlighting that the newly launched mobile application is the result of long-standing efforts, Yılmaz said:
“Today, access to public services in the KKTC has reached the pockets, tablets, and phones of KKTC Citizens. I sincerely congratulate Türksat, affiliated with our Ministry of Transport and Infrastructure, as well as the KKTC Digital Transformation and Electronic Government Authority. I extend my thanks to President Tatar and Prime Minister Üstel, who have demonstrated strong determination for the welfare of the KKTC in every field, and to all their colleagues. With the newly launched e-Government Gateway Mobile Application, you will now be able to query Central Bank risk reports directly from your phone, easily generate personalized reports including credit limits and debt information, access birth and death certificates, and quickly and securely perform document verification procedures. You will be able to check your voter registry information, access training programs that contribute to a qualified workforce in the public and private sectors through e-learning certificates, review your military status, deployment, and postponement details, and obtain information on vehicle mobilization.”
KKTC Prime Minister Üstel: “The e-Government Gateway Also Holds Great Significance Globally”
KKTC Prime Minister Ünal Üstel, in his speech at the launch ceremony of the KKTC Mobile e-Government Application, stated that projects implemented with the support of Türkiye have made major contributions to the country’s future. He noted that approximately 40 billion TL of resources were allocated to the KKTC over the past two years under the economic and financial cooperation protocols signed with Vice President of Türkiye Cevdet Yılmaz, and that these resources have been used for projects ranging from infrastructure to transportation, health to energy. Emphasizing that the newly launched e-Government Gateway is not only significant for the KKTC but also on a global scale, Üstel highlighted that digitalization has become one of the most critical factors determining the power of states today.
“Digital government increases trust, saves time, accelerates the economy, and strengthens democracy. We are taking this step as a requirement of the era and carrying the KKTC into the future,” Üstel said. He explained that citizens will be able to securely and quickly access services in many areas, from social security and population services to education, banking, military, and traffic records, through a single digital gateway. Üstel added that with the digital state infrastructure, the inefficiency of bureaucracy will be left behind in the KKTC, stating:
“We are now at a more modern, more accessible point that saves time. Our citizens will be able to easily handle their affairs with the state.”
Atalay: “A New Era Begins in KKTC’s Digital Transformation”
Türksat CEO Ahmet Hamdi Atalay, in his speech, described the digital transformation journey in the KKTC, emphasizing that Türkiye’s e-Government experience was transferred to KKTC and that today a much more advanced infrastructure has been established. Atalay recalled that the e-Government system was launched in Türkiye in 2008, while the efforts in the KKTC began in 2012. He noted that the first service was introduced in 2015 with population and citizenship procedures. Stating that the process began with the vision of President Recep Tayyip Erdoğan—“Whatever exists in Türkiye will also exist in KKTC”—Atalay said that today’s step marks a critical milestone.
“Now our citizens will be able to access digital public services through smartphones, which have become the easiest tool of access. We have transferred all our experience from Türkiye here. In fact, I can even say that we have put forward a more advanced system,” he said.
“The KKTC Has a New and Strong Infrastructure”
Atalay stated that the e-Government system in Türkiye is actively used by 68 million citizens, with 100,000 to 150,000 transactions carried out at any moment. He noted that Türkiye ranks in the top 10 worldwide, and in the top 3 in some parameters. Emphasizing that the e-Government system in the KKTC has been built with more compact and up-to-date technologies, Atalay said:
“This infrastructure enables access to public services regardless of time and place. Thus, both transparency and accountability increase, and access becomes much easier for our citizens.”
“Access from Anywhere in the World Is Possible”
Atalay explained that thanks to the new mobile application, KKTC citizens will be able to access public services from anywhere in the world. Giving the example that the application in Türkiye is accessible from Argentina to Australia, he said:
“KKTC citizens will also now be able to access public services from all around the world.”
He added that 56 services are currently accessible via the web and that the mobile application was launched today with 16 services, with this number set to rise to 56 very soon. He also noted that password retrieval methods would be diversified to ensure easier access for citizens.
“Data Center with Advanced Standards”
Atalay stated that the system has a strong infrastructure, emphasizing that an international-standard data center has been established with standards higher than the infrastructure of many public institutions. He underlined that this center will host the digitalization processes of all institutions in the KKTC. Thanking all the institutions that contributed to the process, Atalay said:
“Thanks to the institutions that encouraged, supported, and guided us, we have reached this stage as Türksat. From now on, KKTC citizens will be able to easily access digital state services from anywhere.”
