This solution is implemented in institutions with high data sensitivity level, who wants to build and manage their own systems, already has investments made in this field, and/or is able to make such investments. Within the scope of data center services, every Institution builds its own system, whereas the infrastructure and services required to be operated within Türksat are offered in physical and/or virtual environment.
Projects of disaster recovery centers with scaled capacities to be operated actively/passively by means of existing information infrastructures and data backups, recycling period and targeted data losses as well as risk analyses to be made are being offered to Public Institutions.
As of March 2007, Türksat has commenced data backup and server hosting services in order to produce a faster solution for Public Institutions and Organizations, considering the planning, installation, and the time for starting up the operation for installing a Emergency Management Center.

- The task of "Public Information Systems Emergency Management Solution Suggestions" has been assigned to National Research Institute of Electronics and Cryptology by the 33rd action of the Action Plan published in 2005 by the State Planning Organization pursuant to E-Transformation Turkey Project Circular published in February 27th, 2003.
- The 76th action of the "Action Plan for Information Society Strategy", which has been published and come into force in 2006, has assigned the task of "Emergency Management Centers for Information Systems" to Türksat as the responsible entity and to Prime Ministry, State Planning Organization, and TÜBİTAK as the related institutions.
- Türksat has been assigned as the responsible entity for the decision of the Scientific and Technological Research Council of Turkey made at its 25th Meeting in 2013, which was "creation of legal, technical, and administrative structuring model for unifying the data centers of public institutions and establishing the Public Integrated Data Center of Turkey".
